| 16. ADMINISTRATIVE MACHINERY TO ENSURE AND MONITOR THE PROGRESS IN THE USE OF OFFICIAL LANGUAGE |

ANNUAL OFFICIAL LANGUAGE PROGRAMME The Official Language Division of the Department monitors the progress in the implementation of the Official Language Policy within the Department. In pursuance of a resolution adopted in January, 1968 by the Parliament on the Official Language Policy, the Department of official language prepares an annual programme every year. Follow-up action is taken to achieve the targets set in the Official Language Programme every year. Annual programme was circulated to all the Officers/Sections of the Department and its organisations with request to ensure follow up action. MONITORING BY COMMITTEES Hindi Salahakar Samiti A Hindi Salahakar Samiti of the Department functions under the Chairmanship of the Minister for Commerce & Industry. At present the Committee is being reconstituted. Official Language implementation Committee The Official Language Implementation Committee (OLIC) of the Department headed by the Commerce Secretary makes an assessment of use of Official Language in the various Divisions/Sections/Organizations of the Department. The last meeting of OLIC was held on 04.06.2004. The Hindi Division ensures the implementation of the decisions taken by the Committee. TRAINING PROGRAMME Shorthand & Typewriting The Hindi Shorthand & Typewriting Training Centre located in Udyog Bhavan, New Delhi continued to impart training in Hindi Shorthand & Typewriting to its English knowing Stenographers and LDCs. Use of Hindi on Computers The Department of Commerce has been fully computerised and bilingual facility has been provided on almost all the computers. Hindi Workshop A two day’s workshop has been organised in two quarters of the year with a view to encourage and support Officers & Staff for doing their official work in Hindi. Hindi Fortnight The Department had observed the Hindi Fortnight from 1st to 15th September, 2004 for encouraging the employees to work in Hindi. In the course of events, the following three competitions were organized for Hindi speaking and Non-speaking employees separately. Prizes in cash were awarded to forty winners participants (i) General Hindi and Essay writing (ii) Noting and Drafting in Hindi (iii) Computer operation in Hindi Incentive Schemes and Other related Measures to enhance the use of Hindi For encouraging the use of Hindi in their official work by the staff, various attractive incentive schemes are instituted in the Department. The Cash Award Scheme for doing official work viz. Noting & Drafting etc. in Hindi has since been made more attractive. The “Vanijya Granth Puraskar Yojna” aimed at encouraging the writing of original books in Hindi on subjects pertaining to the Department of Commerce was also continued. The amount of cash awards for First, Second, Third positions and Consolation prizes under this scheme is Rs.25,000, Rs.18,000, Rs.12,000 and Rs. 6,000 respectively. A semi-annual incentive scheme for the Assistants using Hindi in their work also contined during the year with an individual award of Rs 600/-. Fifty one employees have been awarded cash prizes for the first half of the year. A similar annual incentive scheme is also in operation with ten prizes in cash viz. two first prizes of Rs. 1000/- each. three second prizes of Rs. 600/- each and five third prizes for Rs. 300/- each. The offices/organizations under the control of the Department of Commerce were also requested for implementing various cash award schemes for their employees. Some of the organizations have instituted more attractive prizes under their own schemes. The offices where 80% or more of its employees have acquired working knowledge of Hindi are required to be notified in the Gazette of India under Rule 10(4) of the Official Language Rules, 1976. The position of various organisations under the Department of Commerce is being reviewed regularly. 130 regional offices of attached/subordinate offices/Undertakings under this Deptt. have been notified. Apart from this, 10 Sections in this Department have already been specified under Rule 8(4) of the Official Language Rules, 1976 to do their official work exclusively in Hindi. Several similar steps are being taken to increase the number of original letters in Hindi both in the Department and its organisations. The Department has hosted its last year’s annual report as well as other items on its Hindi Website, http://commerce.nic.in/hindi_htm/main.htm Checking/Inspections Check points were identified in order to ensure that all papers/documents under Section 3(3) of the Official Language Act are issued in bilingual (Hindi & English) form and the letters signed or received in Hindi are invariably replied to in Hindi. The progress made in the use of Hindi by our organisations has been monitored and reviewed through Quarterly Progress Reports and inspections. Necessary instructions have been issued to remove deficiencies noticed during these reviews. As the success of Official Language Policy depends on the use of Hindi in official work particularly in noting & drafting, the Department as well as many of its organisations have earmarked several items of work to be done in Hindi only. These include, among others, all acknowledgements, letters calling for reports, reminders and all forwarding letters, etc. Efforts are on to add more items to this list so as to facilitate the implementation of the Official Language Policy of the Government. Inspection by the Parliamentary Official Language Committee With a view to assess the progress made in the implementation of the Official Language Policy of the Government, the Committee of Parliament on Official Language visited the following organisations/offices of the Department of Commerce.
Besides the above 11 Offices located in A,B and C regions were also inspected by the Director (OL) of Department of Commerce to monitor the progress made in the use of Official Language work during the year under report. Apart from this, 8 sections of the Deptt of Commerce were also inspected by the Asstt. Directors (OL) during this year. Website in Hindi Website of the Department is available in Hindi also. |
